Enclosures rated for light duty are appropriate for pedestrian use only, with no risk of vehicle traffic.
Tested to withstand a maximum vertical load of 3,000 lbs, though in practice they should not be exposed to these kinds of forces
A Tier 8 enclosure load rating under the ANSI/SCTE 77 standard signifies that enclosures are intended for sidewalk applications, with a safety factor applied to provide resilience against non-deliberate vehicular traffic.

ANSI / SCTE 77 Specification for Underground Enclosure Integrity
NSI / SCTE 77 is a standard, developed by SCTE and accredited by ANSI, that specifies performance requirements for underground utility access enclosures exposed to non-deliberate vehicle traffic.
These enclosure load ratings are grouped into several different tiers, each referred to as a “tier rating”.
American Association of State Highway and Transportation Officials (AASHTO)
Its primary objective is to support and enable the development, operation and maintenance of integrated nationwide transport. As part of its remit, it establishes technical standards for highway system development.
LRFD Bridge Design Specifications
The LRFD Bridge Design Specifications is a list of specifications developed by AASHTO for use in the design, assessment, maintenance and repair of bridges.
It specifies maximum loads that underground enclosures must be able to withstand from deliberate vehicle traffic.
